FULL SOLUTION

Step 1: From the first 2 statements, we know that only TWO possibilities exist: both are EITHER lying OR telling the truth.

Step 2: This means that Irene is wearing a blue or green ribbon because she could be lying or telling the truth

Step 3: The girl wearing the Red ribbon must be telling the truth because if she is lying then she MUST be Irene(not possible because we eliminated this possibility in Step 2)

Step 4: Now we know that both girls (blue & green) are lying which means that Irene is wearing the green ribbon. (Irene cannot wear the BLUE ribbon & LIE at the same time)
